Very odd, the more I look the less I think it is any one year. Maybe a '17 - 22 windshield on a '23 - 24 body? High radiator with a low hood? Whats going on with the top?

I think the amateur restorer found remains of two cars, some '22 parts including a title and a '24/'25 runabout without hood, windshield and perhaps engine - if it wasn't a title the proposed model year came from?
I never liked white/light coloured cars since any small rust stands out so bad. It sure ain't easy to sew a top - but that one needs some adjustments
Notice how the hood fits the cowl. I think that is a 22 which was made for a low radiator, but has a high radiator on it. The hood is raised above the hood sills too far.

Looks to be basically a '25 (high radiator and cowl with '25 style rear fenders) '15-17 windshield (note the hinge centered between the two windshield halves) and a very poorly fitted top.
