It is a antikickback device. You will find that if you install it and jack up the front to get the wheels off the ground, you will find you will not be able to turn the wheels (side to side), but you can steer the wheels just fine.......I have one and I'm not sure I would trust it though.

As you know, the steering dampers on a T are the driver's thumbs.
The concern is that an anti-kickback device reflects all the shocks back toward the wheels, greatly increasing the strain on all the steering parts. I've considered that, too, with the modren '37 Ford steering box I have in the ol' brass picup. So far, so good.
