Is it unfinished?
It remindes me of one of those fire truck speedsters that have been on the forum in the past.
I'm sure if this is a 1915 photo it is not homemade, right?

I think it is a finished race car - the tilting steering wheel is for easier access to the drivers seat, and I think the hood is placed on the cowl, for a look on the engine. Hard to tell the shape of the radiator.
Separate cylinder castings inicates a little older dating of the engine than 1915?
Those look like #4 Houk wheels, which are 1913 or later. The tires don't look like any you could buy today, and are probably 30x3.5".
1910 Overland
I believe the car is an Overland (circa 1912-14) that was made into a speedster/racer. It looks like an Overland engine anyway.
I don't think the steering wheel is tilted on purpose-it looks like the car rolled or flipped. The radiator should be straight and the cowl looks like its seen better days.
