Attached is a photo of the early two pin throttle levers, they are different lengths. What is the correct application for each length?

The earlier cars used the long lever. The early carburetors had longer throttle levers than later ones. I'm not sure when the change took place, I think it was when the NH came out. In order for the geometry to work out, if you want to use an early carburetor, you have to use the long arm on the column or you won't get enough movement at the butterfly.
A catalog indicates the 2-pin levers may have been used up to 1916 but most likely to 1914. That was long before the NH came out. Since both levers pictured are 2-pin, the difference may be for using of one of Kingstons vs. an early Holley carburetor (H1, S or G). But for the same reason Randy states.
The early (Straight Through) NH carbs have the long throttle lever. The long steeering column throttle lever is probably correct through about 1920.
