Here's a neat plated brass hand pull that was on our 13 speedster when we purchased it. I imagine it could also be mounted on the dash as well.

Whoops – I stand corrected !!
The following text from the first patent . . .

“The cable is adapted to extend to extend
through a hole in a floor if desired, to
a connection with a device to be operated
thereby, such as the valve of a muffler cut-
out not shown.”
