There is no optical illusions about this pic! This fella is standing right next to the running board and the angle is almost straight on.
He has to be 6' 6" at least! I am restoring a 21 Touring and I'm 6'3" so I may leave the top down most of the time !
My 24 Coupe is not to bad getting in an out of but the Touring may be a little different.
That is a "Tall Guy" for sure. The car is close to 7' tall, and he is taller than the car!
(Obviously his Mama didn't tie his tie for him that day.)

Below is a sketch for building a garage from the Feb 15, 1920 Ford Service Bulletin showing a straight windshield 1917-1920 (and continued to 1922) style touring.
Notice that top is approximately 7 feet tall and the man’s head shown clearly above the top of the car.
What I believe we may be looking at is a T parked with the left wheels off in the drainage area for the road and the man is standing up on the knoll above the drainage area. Because it is not level we do not see all the grass or land between the man and the car. I suspect that from where the man is standing he could not reach out and touch the car without bending his body towards the car. The dirt road that ran to my Grandmother’s house had many areas that you could take a similar photo. Especially on the south side of her road where the land was higher than the land on the North side of the road. Probably not a really short person – but I don’t think he is taller than the car. Or perhaps it could be a really tall man that is over 7 ‘ 10” tall but I suspect the car is leaning and the man is on a slight knoll.
This is where having a comment on the back of the photo “such as 7’ 10” tall Uncle Fred” etc. could really help clarify things.

You will notice that the tall man in this picture is actually standing on the running board. He, however has altered his front seat so that he sits lower and leans back a bit so that he can see through the windshield! In the same picture, the 23 T at the right has extensions of 4 inches to the windshield posts so that the tall man standing between it and the 26 can drive it without hitting his head on the top.
