Yes, Nevin, they're frozen. They may loosen up if you apply enough heat.
Did you find it in the surf? In Mexico they use whatever is available for fishing weights. I once found a sparkplug that was caked almost beyond recognition.
As luck would have it, a guy brought his 914 with EFI problem to me to get it running. I pulled this plug out of the engine room, and asked when was the last time he changed his plugs. It took him awhile to realize it was a gag. I later gave that plug to a guy at a local auto parts to display with his collection.
I snorkeled a lot in Baja after that, and never found another.

I found this at a Vintage Car Club parts dept...at least it was outside the parts area, and they were happy to give it away for free. It made me smile, so I took it and now it holds the gate open in my driveway. Incidentally, I broke up an area of the drive and it was reinforced with broken model T crankshafts. LOL!
I would say you have "concrete" proof those pedals are stuck!

James, They are RHD but not rare here in NZ where the pic was taken...we are all RHD.
We had a mild day today, and it's getting lighter in the evenings. The snow has all gone too.

But it's the same snow that was around the concrete encased pedals, on the same day.....so it's kind of still slightly 'on topic'.
By the way, my little girl has gone off watching childrens videos, and prefers watching my Model T rallies (tours) that are on DVD. She watches them over and over!
