It was one of those ideas you get from someplace, file away in your mind, collect parts over time, then, one day, it actually goes beyond the pile of parts stage.
Very little engineering needed and a fun end result.
I also wager there are more than a few of you who have most of the needed pieces in your "pile-o-parts" even now.
In your list of parts, you neglected to include (1) Totally Disinterested Cat. Of course, that's a redundant term.

That cat would only be interested in it if I turned the hubcap over and filled it with food. Any food would work.
Or if it provided a warm spot for napping!
