Looks to me like a V8 designed to run on a Holley NH carburetor. You will, however need a fuel pump.:-)

If it is going to run with an NH carburetor, they should take out that distributor and put a timer in its place...

All good guesses.
The adapter plate was made to test CFM's of different T carbs.
It was mounted on this engine for safe keeping (and to see who notices).
