On a nice day I would open the doors to my shop, and soon the breeze blowing through would unwind the paper towels and they would become streamers, flapping halfway across the room. So today I did this. A foot-long bolt, a bit of rebar, and about $2 worth of light chain did the trick.

Use the chain and rod and throw away the towel holder.The weight of the roll will hold it against the cabinet surface.
Practical but not pretty advice!

I think that paper towel anti-unwinder is great.
In 35 years someone will find it and wonder what it was used for.
My guess is that someone will say that it looks like a swing for midgets.
I take the "box-O-rags" approach in my shop.
When I run out I sneak into the laundry room and get a new one.
The best part is that it is already open!

My question is where did you find a METAL holder for the paper towel roll?
The china plastic ones won't grasp the roll, I put a sheet and the roll comes along for the ride...here is my partial fix for that
Make smaller ones and put them in the bathroom--it can get windy in there too!
