Looks like Ford headlamps on the graders. Nickel rims on the first two and black rims on the third. Maybe Wis 30 on the license plates.

Wehr One Way Power Grader.
I see CA on the right of the license plate. Hard to tell.
Being from Wisconsin I doubt if they had license plates on road equipment that early.
When I left in '66 they still had no plates for farm tractors and car trailers.
Wehr One Man Power Graders... One busy man at that! Can you imagine steering, driving and spinning those adjusting wheels all at the same time!
Those guys would have plenty to say if they could see a modern laser guided grader.
It looks to me that are not model T's , but Fordson tractors . Look at the front axle and the rear axle.
