Studs to hold the floor mat in place?????
I think the upper one is for a clamp which holds the drain tube on. That is a tube about 1 foot long below the gas tank outlet which drains spilled gas or water which might get on the top of the gas tank. You will see a small hole next to the filler cap for the spilled gas or possible rain water to drain. There is a hole behind the sediment bulb where the tube attaches and a clamp goes through that hole to keep the tube in place against the firewall.
I don't know what the lower hole is for. It will be covered by the floor mat.

There is only one that the floor mat would touch and I see these same holes on all models of T's. The top one is just below where the gas tank goes through the firewall.

Thanks Norman - I will dry fit the gas tank in the morning and see if that is the hole for the clamp.

I have a 26 touring and I have the lower, but not the upper hole.
The upper hole is for a rivet that holds a canvas boot to seal around the gas tank drain where it passes through the firewall.
I was wrong about the upper hole. The clamp which holds the drain pipe is lower on the firewall under the floor riser.
I have a 26 Roadster and a 26 Touring. I went out today to look at them and find no such holes on the roadster. The touring has the holes, but nothing is attached to them. The floor mat covers both holes.
Apparently whatever was attached to those holes was either added after the body style began or was deleted during production. I have no idea what month the bodies were made but due to the doorpost and the sill plate, they are both 26's.
