Where can I get oval shaped solid mild steel to make buggy rail with? What size do I need? I was thinking 3/4" x 1/4".

Witmer Coach Shop in Pennsylvania carries it.

I don't believe they have a website. They do have a paper catalog.

Years ago my dad bought oval iron stock from them to reproduce patent leather fender frames for an early car he is restoring.

I believe the size is 3/8"x3/4" and I got mine off an old JD hay rake out behind my house. The bars that sweep the tines are the exact cross section, shape and size as a Ford buggy rail. This one had 8 of them just under 3' each. Some implements of the horse drawn era had steel wheels with spokes of the same material.
