The pipe thread and grey color makes your pic look more like the Aeromore exhaust whistle right angle adapter. It would be a lot bigger than the horn part.

it is the horn part. Same size as on a 1915 horn set up that I have (original) this part screws right on any one of the 1913-15 Model T horns in my collection. I just never paid any attention to this part, loose or on the 1915 set uphorn part

It is brass. I do not shine up any of the old original parts unless the whole horn in being restored.
