Muncie auxiliary transmission cluster gear

Today we pulled the muncie transmission off of my neighbor Steve's TT and this is what we found:
cluster gear
Is there any hope for this one or should Steve start looking for a better used one?

The rest of the gears look pretty good as do the bearings. All of the bushings show alot of wear and need to be replaces. We should be able to make those. Any help would be greatly appreciated. Thank you..

I've run a lot worse than that, that is first gear and they are always worn.

Steve's TT also has the high speed ruckstell + an underdrive Moore. There are plenty of ways to make it go slow. With all of the transmissions in low you have to drive a stake in the ground beside the truck to see it move. You can also put the Muncie in reverse and use the reverse pedal and go forward even slower.

Which of those gears on the cluster are used for 3rd or high gear? If that left most portion is used for low then he may be OK.
