What is missing here? If those holes are supposed to have cotter pins why are they not up by the bolt to hold it from turning? I just know something has got to be wrong here! And in the wider frame picture why is there just a hole there in front of the pan? This all has to do with the car in my profile picture.
I would guess that you have spring clamps from a heavier ( more springs) car or a truck. I think the closed cars because of their heavier bodies used more springs, therefore needed a longer clamp.

Is the leather pad there that fits in the frame rail on top of the spring?

The car version of that Crank Case Front Bearing and spring clip assembly is smaller and has a different sized threaded part. One way to tell them apart if you don’t have them next to each other is to check the size of the nut that screws onto them. The 1921-1927 car part (and 1921-25 TT part) uses a smaller thread – 9/16 by 18 tpi while the 1926-27 TT part takes the larger 5/8 by 18 tpi. If you have access to a Model T or Model A car rear axle shaft the nut on the 1926-27 TT Crank Case Front Bearing and spring clip is the same one used on the Car size rear axle. Remember the Crank Case Front Bearing and spring clip on the 1921-25 TT is the same as the car. The photo below was posted by Mike Zahorik back in 2006 and looks very similar. In that photo it has the 1926-27 TT part installed on the car.

The car Front Bearing and Spring Support, #3075B Fac. No. 2921C are shorter than the Ton Truck (TT) #1164B Fac. No. 2921 which is longer.
That may be the issue.
I am not sure, but the hole in the front of the pan is either so you can get a drift punch in there to drive the pin out of the pulley, or to let the oil out that dripped from the front seal and timer (I doubt that one!)
