Yes there appears to be something wrong with it, the air made the join around the valve stem perish and fall apart. Good old red rubber might make a good fan belt if it could be stored without the air somehow.
I would use it to make tube patches for my '14. I only recycle used T parts.

I'd do the same thing that I always do with rim liners. Throw it away.

Move it before the lawn mower gets a hold of it. Unless you have a goat who eats your lawn in which case leave it there. It'll make a nice change in diet for him.

If the alternative is duct tape, you may repair the area around the valve with duct tape and reuse it - saves some duct tape
It looks good just laying in the grass, but at some point I would kick it under the closest bush.... :-)
