Yes there appears to be something wrong with it, the air made the join around the valve stem perish and fall apart. Good old red rubber might make a good fan belt if it could be stored without the air somehow.

If the alternative is duct tape, you may repair the area around the valve with duct tape and reuse it - saves some duct tape :-)
