im going to start changing the bands in my 23 tomorrow, they came in the mail today and the instructions say to leave 1/4 inch over the end of the band strap and rivet both ends first and then work them to conform to the band itself and rivit the inside rivits what happens if they are too long and I cannot work out all the material?

What kind of linings?
All the cotton/Scandinavians will fit as per the instructions. They won't be too long. Rivet the ends with a small amount of overhang first and work up the material in between.

Riveting the lining is pretty straight forward, use of a wood block helps set the split rivets, and then a metal punch or other tools for flaring the rivet into the linings.

The most important thing for smooth operation, less chatter, is to be sure the metal bands are round. The band 'ears' should be about 3"-4" apart when you get the bands round. If you try to rivet the linings to a stretched out band, the results are poor fitting linings and chatter, grab, and hard pedal.

Use of an old drum helps to get the metal bands back into factory shape.

Note the lining in the background, it has its 'loop' still standing up, as the ends have been riveted first, and the lining will be pushed down and riveted tight.

Changed the bands today, was not as bad of a job as I thought it would be but made a big difference glad I did it. They were not worn through but the low speed one had been slipping and glazed over
