Company car and they wanted to discourage anyone else from being in it? I remember in the 1960s that my grandmother had a plate on the dash of the Buick that disclaimed her from liability for passengers in case of an accident. It didn't really legally do so but may have made her feel less at risk.
Those placards are common in single seat tractor rigs. I doubt it is relative to a Tudor sedan. Someone probably just thought it would be interesting to put it in your car. They were right, it is!
