I cleaned up my disc wheels and painted them with a tractor red paint from Ace. It was way too orange so I got out the lacquer thinner and cleaned them up. Luckily all the paint came off and it had no effect on the paint underneath.
Perhaps the original paint was baked on enamel.
I am wondering if I need to prime first over the original paint and then I can use the duplicolor paint I got from Autozone? What kind of primer?
Any help would be appreciated.

Depends what paints are involved. For example, enamel goes over lacquer OK, but the reverse is not recommended. I would test a sample in the back side to see if your paint is compatible. You shouldn't have to prime over a finish coat.
