Can someone tell me what #'s the .Commonwealth of Pennsylvania requires for registration. It seems engine numbers are not relevant . Is it the number on the 1915 License plate that says "Makers Number"?
It is "stamped" on the PA State logo on the plate?

In Louisiana, all they needed was the engine number, once I "reminded" them that Model T's had no VIN number. They used the engine number on the registration.
When I moved to Memphis Tennessee, during a protracted fight about whether the Model T needed to pass the emissions test (it couldn't because their equipment is designed to stick into a tailpipe and as you know a T has no tailpipe), the vehicle test facility created a VIN number which is a sticker on the windshield. That's because the test facility's computer requires the correct number of digits in a VIN. Then, when I pointed out to them that the Memphis City Code specifically exempts antique vehicles from emissions testing (among other requirements), that phantom VIN became useless, and the Registration bears the engine number.
Based on my experience in those two states, I'd suggest you go to the PA license bureau, hat in hand, and say you need them to guide you through the process and tell them what you need. It's my experience that such is the best, and sometimes only, way to deal with any government agency.

They used the engine # on my '26 Touring when I registered it here outside Philadelphia. Our local BEST AUTO is surprisingly knowledgable about how to navigate the PA DOT.
For a Model T Ford, the engine serial number is the VIN.
In Pennsylvania as in many of if not most other states, certificate of title (the record of ownership) and registration (issuance of license plates) are two different things.
