Looks like Cavalier, North Dakota. The building is probably still there. Not much has changed in Cavalier.
And it looks like they built it on a hill...
The city was not on a hill, but the tripod had one short leg.

I believe that is a photo of a 1926 or 1927 "factory" commercial roadster pickup. You can see sheet metal between the bed and body and the painted radiator shell.
I would agree with Larry Smith on why the spare tire was on the passenger side. Mine is on the driver side. I do not see how anyone got into the seat on the passenger side of this vehicle.
Perhaps people were smaller pre McDonalds??
