I am assuming to find neutral, one moves the brake lever about half way forward. Am I correct? How is the adjustment screw that rides on the cam on the brake shaft adjusted? What am I looking for?
there is a double ended lever coming out of the transmission, one end of it has a bolt through it that rides on the cam attached to the brake lever.
this bolt has a lock nut on it, if you loosen the nut the bolt is free to be rotated up or down. adjust the height of the bolt until you achieve neutral.
Adjusting the bolt while the lever is in what position please?
With the clutch lever 'straight up', the T should be in 'neutral', and should be able to roll about on flat surface by hand push.
If not, then you need to adjust the low pedal to lever clevis first. Push the lever forward until it is off the cam of the clutch lever. Then follow the directions in the Service Manual or this hint from "Ford Owner magazine".
After the low pedal is set, and you start the T, with the lever pulled straight up in 'neutral', and the T begins to creep too much, then run down the clutch lever bolt a turn or two to minimize creep. A T will creep more with cold oil, less with warm oil, but it will creep, so that is why you need to be able to engage the emergency brake when pulling the lever just past 'neutral' or straight up.

Doug......when they say to set the screw so it clears the cam......they mean it.
Adjust it so when you pull the lever back the ramp will clear just enough to lift the screw.
Too much clearance there will give you a very narrow neutral range.
