The following appears in the 'summary'- The "Covered Wagon" on top of Mt Kosciusko. Gorrie (L), May holding Marion (M) and Jack (R) Smith. Family Holiday in the Covered Wagon Series. c.1926 Until 1976 it was possible to drive to Rawson's Pass close to the summit. The walking track to Mount Kosciuszko from Charlotte Pass is in fact that road, which was closed to public motor vehicle access due to environmental concerns. This track is also used by cyclists as far as Rawson's Pass, where they must leave their bicycles if they continue to the summit. - Wikipedia entry. Looks like water was scarce but still not a good idea to use dish water to fill the radiator.
I'm not sure if the stuff on the radiator is froth being ejected or not. It could be some snow carefully gathered with the intent of melting it to top off the water level.
I did not realise it was poss to drive to the top of Australia's highest mountain.

Kosciusko, our highest mountain, is only 7,000 + ft above sea level.
I've walked up there with my wife and children.

I believe it would be snow. I remember my Dad putting a big lump of snow on the top of the radiator of our Wolseley when I was just a kid. There's not much of the stuff in OZ, and when it does snow, outside of the ski-ing areas, its usually a pretty big deal.
