The Packard convention is in Williamsburg Va. this week!
The "7" is the series and the "40" means the wheelbase was close to 140". Engine was the 385 CID straight eight with nine mains and iron block on cast aluminum crankcase. Trans was a four speed crash box, with an almost useless granny low. It was the "big" Packard that year, and cost about the same as eight new Fords in 1930.

Some Ford connections too - she worked at a Ford plant for some time in the early 30's making voltage regulators they write - could have been cutouts? It was at the Phoenix Mill Ford Plant in Plymouth, MI, a Ford Village Industries plant that employed only women, according to Wikipedia.
And she has restored several old cars herself. In 1985, she donated a restored 1906 Model N Ford to the Gilmore Car Museum at Hickory Corners, Michigan.
