Can 30x3.5 tires be put on wheels that have 30x3 tires? The wheels are clincher on metal fellows.

30X31/2 tires have a 23" rim, 30X3 tires have a 24" rim.

This has been discussed before. It can be done. It has been done. It is not easy and not generally recommended.
I do not mean to be snide. I think it has been a tough week.
Usually, it is putting a more common 30X3.5 tire on a 30X3 rim. It can be done, but is hard work. Once it is on, provided you did not tear the bead cords, it will stay.
Occasionally, one needs to attempt to put the only thing available 30X3 tire on a 30X3.5 rim. It is easy to put on, but VERY tricky to get the bead seated so that the tire doesn't blow off before you can get going. No, I have never tried it. It was done by a few friends of mine on one of the first tours I ever drove a model T on (a long time ago). It took four people to seat that tire and put air in it. If you ever find yourself in that situation, it is best to put the 30X3 tire on the front if you have the option. (Less torque trying to work it off.)
One of the great joys of the model T hobby, is helping the car get you back home. Stretching a wrong tire onto a wheel is sometimes a part of that.

I used to own a 15 torpedo runabout that someone had installed 30 X 3 1/2" tires on the front 30 X 3 wheels. The tires were split in a hundred places, just ruined because they are too small in diameter.

I can't imagine any reason a person would intentionally do this.

You mention these wheels have metal felloes. Do they have demountable rims?
