Can the large 3 3/4" pulley be removed without lifting the block off the pan?

I want to go to a smaller pulley, to clear the Atwater-Kent frontplate better. I have a smaller one somewhere in my stash.

At least on a '24 3 dip pan it can.

OK, thanks guys. I found another way for the belt to clear the frontplate, so I saved some work by not changing pulleys. I have a 3" one labeled TTP that is not slotted, so I was going to use that. Next time..
