Very few clues as to what car it might be other than the steering wheel and the dress of the people. I would say it is early model T era.

Those kids are pretty high off the ground. I suspect a Ford earlier than a T. The carriage behind the shoe also suggests an earlier date.
And the lady driving looks like the wicked witch of the west.

i dont think im seeing the traditional spider in the steering wheel for it to be a T. i think i am seeing a quadrant on the face of the steering wheel as apposed to under it.
The kid poking his head out must be on a running board so it's 1904 or after large car. Why would the Ford sign be there if it wasn't a Ford. It could be a 1904 Model C Touring. The clothes and carriages (baby and background) suggest it's not too long after the turn of the 20th century.
I changed my mind. It's a 1904 Model B. I can see the shape of the rear fender under the paper. Looks like it goes straight out.
1909-1910 touring? It does look to be a Model T steering wheel spider. Those kids in the back seat are sitting pretty high up and I see a horse and buggy in the background. Jim Patrick
The writing at the bottom of the shoe indicates it's either a church group or a statement about the Peerless automobile!

More then likely it's a man in costume not a women.
Apparently there is (or was) a Peerless Shoe Company. Can't really make out the second word. Kind of looks like prophers. Possibly a certain model of shoe they made ?
