Can i file down the worn cluch lugs on a 23 t and install 26-27 replacable clutch lugs?

Yes,if it isn't to worn out. You also must machine a groove toward the back to keep the lug on.
Since the screw goes into the lugs in the 09-25 clutch/brake drums there will be very little material around the screw thread after machining for the 26/27 lug shoes - risk for breakage.
If you have a spare wide 26/27 drum it can be used together with its driven plate - guess it doesn't really need to be cut down to fit in the three dip pan as long as you have the hogshead from the 23 for a narrow brake band, but the improved drum can be cut to look more proper in place.
Replacement narrow drums with lug shoes were made by Ford back in the day, but they're rare.
All new drums are available if you're not as T budget restrained as me
The drums on at least some of the 25's had the shoes like the '26-7's. And of course they were the narrow-drum type. Those may be what Roger referred to above.
Those late '25 narrow brake drum with the shoes are nice when you find them.
