Were can I find rubber grommets to fit in the dash and floor to quiet the choke rod? I tried NAPA and a local hardware store without any luck.

When building head buckets, after installing a new socket for the bulb does the spring go in first or the reflector with a gasket and then the spring?

Sometimes a plumbing supply store will have rubber grommets.

Electrical supply house will have rubber grommets that are used to protect wire where it passes through metal boxes,lamp bases,and where power cords attach to equipment.

Lowes, Menards, Big R,and Tractor Supply all carry rubber grommets.
Look in the "Specialty Hardware" sections.
