what are these things. they are mounted on the frame 1 on each side. they have a thick web belt like material, as can be seen in photo.

Just a coil spring attached to a web strap. The other end would attach to the axle/suspension somewhere.

They're rebound shocks to prevent pogo sticking, Gabriel (still around) was the most popular. Snubbers were offered as an option on the "Improved Ford". Drove a 26 Whippet with a set a Gabriel Snubbers, hit a bump no bounce back.
