I am attempting to assemble a 1919 motor which I recently purchased. It was "rebuilt" about 20 years ago but was never re-assembled. The fourth mail ball cap has no hole. Should it have one?

Yep,on top of bearing to assist in oiling. Drill about a 1/4 inch hole in the place where you can see babbit from the outside.

Jack. Can you show a picture? The ones I have, have a groove length-wise along the bearing, through the babbit to the center, with a slight drill hole just through the babbit itself at the center. They in no way look like the ones on the rod caps. Meaning they are not x-grooved. just single groove without hole going all the way through.

That sounds correct. The hole went to the top to feed oil into that groove.

You don't need to drill the hole. The amount of oil that leaks into the 4th main is sufficient. Read this:
