Here are 2 patents for the tire carrier.
In # 1592575 it would appear that the inventor intended them to be used in sets of three,
judging by the offset positioning and tip of a third clamp (#20) showing in the drawing.
Your clamps use this earlier style of clamp bolt .

The drawing for this patent still shows the offset positioning of the clamps,
but the tip of the third clamp is missing from the drawing. ???

Looks like some sort of step.
The second item is a cruise control, for cars with foot feed accelerator. It bolts to the floor next to the pedal and is adjusted to give the particular speed the driver wants. In operation the foot rests on the cruise control and the accelerator pedal at the same height.

I just dug the NOS boxed set out we have and it takes THREE clamps to make a complete unit. Give me a minute and I will post them as today's ACCESSORY OF THE DAY.
