I will be getting new tires for my 1927 Roadster soon. Any advise as to brand ? Lucas, Universal ? Budget is a factor,

Buy the cheapest. They're all lousy.
That may be a bit of an exaggeration, but I think the idea is about right. It seems there are lots of gripes bout the tires currently available.
I second Steve's suggestion I've had cheap T drivers as well as Firestone all the way to universal smooth whites the smooth whites had checking after just a few months with less than 200 miles driven. The Firestone I had two replaced the first month with huge cracks in the side wall.... T drivers cheap Coker junk ran and ran and ran for 12-13 years. So I guess they wasn't junk huh. But they was $70 bucks per tire then. Make sure you check manufactures date I bought one Firestone that had been in the warehouse for over two 1/2 years and sold as a new tire ! Good luck.

The only negative I can think of when buying the $99 Lucas specials is that they are not Made in the USA. Otherwise, they are every bit as good if not better than the 30 year-old tires (4 different brands on 5 wheels) I had previously mounted.
If you stay under 60mph and do not drift and powerslide a lot, they should do just fine. For a show car I would buy Firestones though.
All the comments I read above I know are appropriate for the 30X3.5 tires. However what I have read in the past year is that at least some of the 21 inch tires are still made in the USA and are still pretty good. This I don't know for sure because I do not currently have anything that uses 21 inch. The quality of the tires is helped by the fact that nearly half of the model As use them and they weigh considerably more.
I noticed that Randy G's car is a '27. So it should either have 21 inch or it is one of the elusive and rare last clincher cars.
