Those are terraced ponds like rice paddies.
I don't really know what is going on, but I don't think it is road building.

The photo caption stated they were building a road and this was an early way of handling the cement. They called it "ponding".

I bet there is a concrete road/slab under the water and little earth dikes. The best way to cure concrete is submerged under water. It is not often done that way today and if it is needed, normally a fabric that is kept wet or just a moisture barrier is used to keep it from drying out. In either case it needs to have moisture to cure and it best if it is protected from temperature extremes.
