Just acquired this online and am waiting for it to arrive. I've never seen this style mounting before, does anyone recognize it and know how it functions? Seller claims it's for a Ford.

It's aftermarket and for a Model T Ford. I have one sitting on the shelf at home.
It slips onto the radiator neck. When you install it, you bend the tabs around the lower edge of the lip of the radiator neck (this is to prevent it from being stolen). Likewise, the two ends of the wire also are tucked under the lip.
It's a flip top - you pull the wire down to flip open the cap.
Yours appears to be NOS so the tabs are not broken off. Usually when you find this particular accessory, the tabs have been broken off as a result of being removed from the radiator neck.

Hmm, the Curator in me coming out--this is such a neat piece, and so unusual, I would not install it, but display it. Once those tabs are bent, it's over!

David:
You can still install it without bending the tabs. The two ends of the wire clipped under the lip of the neck should keep it snug enough.
In my opinion, the main purpose of the tabs is to keep it from easily being stolen off the car.
