What might he be doing to the tire with the split in the tread?

The shop is in Kentucky and the fellow on the right had been sent out to get a bucket of fried chicken for lunch back in the days before cardboard tubs at The Colonel's. He had pinched his thumbs while changing a clincher tire and could not carry the bucket. So he stuck it in his overhauls (old word for overalls) and brought it back to the shop. He has his thumbs in his pockets because they still hurt from the pinching he got that morning.
What's the guy on the left have in his hat?

P. Jamison, I copied the picture and enlarged that hat. It appears that the fabric in the middle of vertical white object is not a part of the hat. I thought that it might be a tire inflating mechanism but don't know why the piece of fabric is there, perhaps just a rag. The man's ear appears to be in the right place but that could be an air pressure gauge. The horizontal line through the hat lines up with the horizontal plank or beam behind the man. That could be a retouched photo but why ?
