Engine pan bolt washers?

I'm about to put my engine pan back on my block. When I got this car it had bolts, thick lock washers, castle nuts and no cotter pins. There doesn't seem to be room to insert the cotter pins due to the thick washers. I want to put it back on the factory correct way. Does that mean bolts, castle nuts and cotter pins but, no washers? Thanks.

What year? I think it was about the time of the 4-dip that Ford eliminated the cotter pins on the crankcase pan and changed to lock washers. Not sure if the castle nuts continued though.

Mine is a 1919. The engine is back together now with all the cotter pins in place and looking good. I would have to think it is correct because the engine had castle nuts and drilled bolts. Someone in the past must have been too lazy to line up the nuts for the pins and used washers instead. Thanks again for the help.
