Fender adjustment question

I am restoring a 26 Model TT truck and noticed the fenders droop a bit to the outside. Can the fender support rod that attaches to the frame be bent without heating? It seems that if the rods were bent up about an inch or so the fenders would look straight. Also noticed they were difficult to install on the rods in the first place. Everything else seems to fit OK. Any suggestions would be appreciated.

Fred,
If these are the front fender brackets, make certain your front cross member isn't spread. My '16s was, and after bringing it back to snuff (so the radiator would mount easily, the fenders were dead straight across the tops! Of course, with crowned fenders this isn't as obvious. :-)
