Is that solid-tired thing in back a horse-drawn wagon or a highwheeler car? It seems to have multiple brake drums and at least one (maybe two) levers for brake or transmission.

Wow! That car has some weight on it. The wagon looks like a manure spreader. The "multiple brake drums", I think, are part of the spreader mechanism.
