Don't you think the Chrysler driver would have noticed the "Justice Court" truck and the motorcycle cops? I think I would have slowed down a little. It looks like they just pulled him over at the court, cited him, fined him, then sent him on his way. Sort of like shooting ducks in a manner that causes them to fall into the blind.
The guy was thrilled when the traffic cop pulled along side and said "Follow me."
As I look at this, I'm about 5 mi. away from the area where this photo was taken except that it's 2013, not nineteen twenty-something. Darn it!

That was me yesterday, except it was an officer on a motorcycle. After five minutes of him lecturing me on what I did wrong, he let me off with a warning. I was on my motorcycle also so maybe he felt some comradery?
All I know was every word out of my mouth was "Yes Sir", even though I'm twenty years older then he was.
Reminds me of a trip I took as a kid in the back seat of a 49 Studebaker from Michigan to California in 1953. Somewhere about the middle of the USA we were traveling through a podunk one-horse town. I saw some guy in overalls chasing us down the street blowing a whistle. We stopped and he ran up and told us we didn't stop for the pedestrian on the sidewalk. He escorted us to the fire station where some other guy was sitting at a desk by the fire truck. We paid the fine and continued on our way. I guess that's how the town survived. Never did see the pedestrian.....
