Looks to me like a 1912 Commercial roadster that someone modernized by adding doors, 'lectric lights, after market side lamps, hand horn, and re-bent the long windshield rods to replicate the 1914 windshield braces.

Clever and resourceful, those old Washingtonians were.

I agree with Keith. The drivers door is aftermarket or off a different make car: both lower corners are slightly curved. The sidelights look like the early 1915 ones used on the closed cars. Fenders look like 1915 also. Would be interesting to know where the photo was taken.
