Getting ready for Hershey
I'd like to have one. I've been using bailing wire for years. It works, but is a pain in the butt!

I'm not sure how it's used. I'm assuming you use it to hold the band ears together until you can get them under tension?

It holds the band ears in alignment until you place the hogs head down and screw the band nuts on the pedal shafts. If you removed the hogs head per the Service Manual, the nuts and washers for the brake and reverse pedals should still be attached to them.
You remove it BEFORE you bolt the hogs head down.
