That appears to be a RHD. With the men drilling in the background in civilian clothes with dummy guns, it would appear that picture was taken in Britain in 1914 just after War was declared and they were mobilizing and not yet ready and fully equipped for war. The Model T was outfitted with a machine gun for the trip to France to confront the Hun. With no armor and such a high profile, I'm sure that T or the gunner did not last long on the battlefield that eventually evolved into trench warfare, where even inadvertently exposing the top of ones head above the parapet, as one made his way through the trenches, could be fatal. Black(?) threaded rubber on just the area in contact with the road - but just for one rear wheel.. Lots of spinning with the RH wheel when it was time to regroup, I suppose :-)
