What is the thing on the pole in the center of the photo. It looks like a siren.
I would guess siren. They're a feature of tornado country.
Traffic light? It's on a pedestal in the middle of the intersection.

In Yale Oklahoma they used to have markers similar to these on main street. They were located every so often to make U-turns around. Some of them had signs or some were just plain. One of them I vaguely remember had the statue of liberty on it for awhile. Most all western town streets are wide enough to turn a wagon and team around in the street. Look how wide the street is. The markers may have been a leftover custom or practice from that time period.???
Some older city/town's streets were designed so you could turn a team of horses with a wagon around without backing up.
