when i first start my car i have the spark all the way retarded and the gas a little bit past a quarter way down . it starts fine but i cant bring the gas lever up to idle or else it starts reving and then stalls out. i tried to adjust the carb but in not sure exactly how to properly do it .

Take the carb off and make sure the throttle plate is adjusted correctly. With the arm turned to full open throttle position, be sure the throttle plate is in full open position. It can be adjusted by loosening the clamp screw on the arm.
Then adjust the high speed needle to 2 1/2 turns open from fully closed and the idle adjustment needle to 3/4 turn open. The economizer,(the little arm that moves up and down with the throttle opening and closing) should open the economizer 1/8 of an inch at idle.
If those adjustments don't do it you have passages plugged internally or the float/needle/seat system is not filling the fuel bowl and keeping the level correct. They are pretty sensitive to correct fuel height.
