I think the pinstripes are unusual.
Do you think they could have been changed after the car left the factory?
At first I thought maybe the inside the boxes were a different color, but it looks like there are two different stripe colors (lighter one inside, darker outside) and that the stripes are really fat.
The color appears lighter than how the standard dark blue color for 1911 usually appears in black and white photos. Perhaps it was repainted and striped by the dealer or the owner.
Too bad we can't see a license plate to tell a year.
Perhaps someone can verify a year by the clothing style. I think it is right around 1911 tho.
That is (/ those are?) a 1911 Torpedo runabout. The body style lasted only one season. The pin striping has been enhanced, added to, by someone other than the factory.

The fire or police car idea makes the most sense.
The hat on the driver in photo #2 is a fireman's type.
