its a 1919 with a 1923 chassis
Most of us use the engine number, over the water inlet, for a VIN. That is what was used in the day.

I have a 26 and there is a vin under the floor boards on the frame on the passenger's side. Originally I believe this matched the engine number.
The serial number stamped on top of the frame, under the floor boards, began in 1926. As David says, it was the same as the engine serial number. A 26-27 Ford with different numbers has a replacement engine. Before that the only serial number was the one on the engine above the water inlet.
There were other numbers stamped on the seat frames. Early wood seat frames had body numbers stamped on the rear wood component or on a raised metal tag. With metal seat frames there were body numbers on the metal seat risers. Even though these numbers were there I don't think they were used as vin numbers. I know here in B.C. engine numbers were used as vin numbers until mid to late 50s.
