The 21, tube I have -new- seems too large for the 21 ,tire,.Question ..is these folds ok or or should the tube set in without the folds the tube is 21 tire also thank you
The tube should not have folds. Check the sizes (width numbers) printed on the tube match the size of the tire. Also once mounted to the rim, inflate and deflate the tire completely 3 or 4 time to assist the tube in centering and to eliminating folds.

Looking at your new pictures, the tube is running inside the diameter of the tire as it would be on the rim. I think once you mount it, the tube should settle in OK against the rim to remove the folds. Just be sure to go through several inflation cycles to settle the tube. That is something I learned years ago mounting motorcycle tires.
i am amazed it says "made in usa" i thought they all came from vietnam or chechelslovacia (whatever)it does seem odd, but i'd run it, and like john said air it up and take the valve stem out to deflate. i like to bounce them on the floor, rotating, a few times to center the tube and to make sure its not pinched under the bead. flaps are good, got em?
