It could be Gasparillla Day and those people are waiting for the pirate invasion.

In the teens Karen's Uncle Walter drove cattle through downtown Tampa and across the Lafayette Street bridge and out to Port Tampa for loading on ships to Cuba.

The minarets in the background are the University of Tampa which started out as the Tampa Bay Hotel in about the 1890's.
